Yes from what I've discovered it appears that relegation/promotion came into effect to give teams more competition but I can't confirm this at the moment but will look into it further.IIRC, season 1982-83 was the first one following the decision to split the Central League into two divisions.
Was there subsequently any promotion / relegation between the (two?) Central League divisions, or did the division, that a reserve team participated in, primarily depend on the level that their first team was playing in? (i.e. First Division / other?)
