2020-21 Step5 promotions query

Bo'ness Utd, Yeovil Town, Dynamos (Zimbabwe).
I make it that Steps1-4 are currently running 8 teams short this season, thus requiring 20 + 8 Step5 promotions to fill-up those vacancies and create the new eighth Step4 division.

This mickey-finns the carefully concocted, published promotions plan we all know and love.

Does anyone have an inkling how this problem might be solved? What should a new promotion pattern look like, one that would be malleable to cope for any extra vacancies arising before June?

Easiest thing to do at Step 5 would be to scrap relegation from Step 4 this season
Promote 14 Champions
Promote the 2nd and 3rd placed clubs in NCE, NWC and Northern (as originally planned)
Promote the 8 best runners up from the remaining 11 divisions.

Then have 3 playoff games involving
The remaining 3 runners up and the three 20th teams at Step 4 with the lowest PPG (or the two 20th placed teams with the lowest PPG at Step 4 + Guernsey - for fairness!!)

Easiest thing to do at Step 5 would be to scrap relegation from Step 4 this season
I used to think this would be a solution, but if clubs know they won't be relegated, as soon as promotion is not possible, they will down tools and freeze their outgoings and roll their budget/focus on to next season. There needs to be some form of relegation threat to prevent this.

Is that not the plan already? (Except the Guernsey bit of which I agree with you)

In relation to below, there are 38 spaces to fill at Step 6 next season.

I believe that there are supposed to only be 40 promotions from NLS Feeder Leagues.
There are also only supposed to promote 1 team per NLS Feeder League (even though they removed this rule last season)

What is most likely to happen?

A) 0-2 Relegations & 38-40 promotions from NLS Feeder Leagues.
B) More than 2 Relegations and more than 40 promotions.
C) Some Relegations, some promotions and many Step 6 spaces again next season.

Unless they allow more promotions or stop relegations for a few seasons, I can't see Step 6 ever being fully populated.
