SSM1 has gone from 4 last season (Broadfields United, London Lions, Winslow United & Wodson Park) to 2 (Stotfold & London Tigers) this season (if relegated step 5 clubs enter).

aren't Winslow United (3rd) and Buckingham Athletic (4th) entering?

Prior to the creation of the Alliance-now National League-there were just four qualifying rounds with a maximum of non-league clubs 280,minimum 224, along with 4 exempt to the first round proper.

That is not entirely true. Before the days of the Alliance and in in the decades before there was anything like the pyramid structure we have now there were often preliminary rounds (usually just 1 rarely 2) before 1st Qualifying. But sixty years or so backalong they were differently structured. Then as now the 1st and 2nd rounds proper had 80 and 40 clubs respectively, but (a) the draw was regional and (b) the 2 (not 4) exempted non-league clubs to 1st round proper were the prior year Amateur Cup finalists. 24 other clubs (chosen on past performance) had exemption to the 4th Qualifying Round but otherwise there were no exemptions at all: the other 36 clubs in the 4th Qualifying round were the 'Group Winners'. The country was divided into 36 discrete groups geographically with 8+ in each group with the draw for each group made en bloc ab initio. If as usual the group had more than 8 there'd be a preliminary round with byes decided by the draw.

And if I remember correctly any affiliated club was eligible and could apply to enter. The FA published an annual directory listing these. Also thirteen Welsh clubs (league and non-league) could participate, as a reciprocal arrangement with the Welsh FA to admit thirteen English clubs (usually non-league and close to the border) into the Welsh FA Cup.

In the early 90. "Team Talk" usually ran a competition asking for predictions of the 36 group winners. Can't remember what the prizes ever were though.

Northwood, Threave Rovers, Arsenal, Rangers (the real ones, NOT qpr),Watford, Rochdale, queen of the south and a few others.

Although never announced, for many years the 36 groups included seeding. The top seed would never play a preliminary and would get three away games. The second seed would play two away games and at home to the top seed if through. This was discovered by analysing the draws - I never thought that there were third or lower seeds.

A few famous clubs on that list. I remember Billingham regularly getting to the 1st round proper a few times in the 80s I think.

This season 19 Step 4 clubs took part in the Extra Preliminary Round, the other 136 with better points per games were exempted.

Even if that level of exemption were to be abolished a further 136 clubs could be accepted, although slight tweaks would be needed in future years as the pyramid is finalised.

It's become a mess again, with a smattering of step 3 & 4 sides starting earlier than the rest of their peers.
It'll get worse next year with the extra step 4 division, and in theory four step 2 sides should also start earlier as those divisions increase to 24 clubs.
The obvious tweak is to start Conference Premier clubs at the 3rd qual stage. They'll cry like babies, but it won't actually lead to the universe imploding.

Another bit of analysis of F.A. qualifying draws was that they seem to have had "size" templates for each of the geographical zones within a draw - again never announced.

So if a geographical section of the draw was of "size 32" with 23 matches and 9 byes then those 9 byes would always be in the same position within that section of the draw and the winners would move on to the same relative positions in the "draw" for the next round.

Seven clubs from Level 4 NPL entered at this Extra Prelim stage but it didn't give most of them any advantage being from the "better" level. Only two advanced with City of Liverpool doing it first time and Dunston after a replay.
