League AGM was held a couple of nights back, at which opening-round fixtures for divisional cups were announced. From these, the following constitution can be inferred:

Division One (16 teams)

Ashville
Chester Nomads
Ellesmere Port Town (from Division Two)
Hale (from Division Two)
Maghull
Marshalls
Mossley Hill Athletic
Neston Nomads
Newton
Rainhill Town
Redgate Rovers
Richmond Raith Rovers
South Liverpool
Upton AA
Vauxhall Motors Reserves (from Division Two)
West Kirby

Division Two (14 teams)

Three sides leave - Vauxhall Motors (to NWCFL), Willaston and Cheshire Lines Reserves (both disbanded).

Four are new to the competition, including at least one further transfer from the Liverpool County Premier setup: Aintree Villa from the Second Division are certain, whereas the identity of "South Sefton" is a little more obscure. South Sefton Borough's Twitter feed suggests that they are continuing next season in the LCPL, so perhaps the new addition is simply an entirely separate club with a similar name.

By my reckoning, this now leaves across all divisions a straight 50/50 split between sides based east and west of the Mersey.

Any justification given for why Vauxhall Motors Reserves have been promoted from 8th place in Division Two?

No statements have been issued. There will almost certainly have been some sleight-of-hand involved associated with the first team's move to the NWCFL.

The twitter feed actually describes them as South Sefton FC. Has "Borough" been dropped? Could this be their reserve team?

South Sefton Borough appear in the LCPL constitution for 2018-19 stated elsewhere on this forum. No idea who this other lot are.

The league's Full-time entry confirms that this is indeed their reserve side. There is unusually no mention of the establishment of a second string on the club's (reasonably active) Twitter feed, but nevertheless there they stand.

South Liverpool 'A' look like they won't be starting the season. All their fixtures previously listed on Full Time have disappeared.

Wirral SB Reserves have withdrawn from Division Three. Each of their remaining fixtures have been awarded to the opposition.
