A League 2 (4th tier) side has yet to reach the SF so I can't see one from that level winning it in my lifetime.

Rochdale v Wigan in the Final which would throw a spanner in the League 1 play-off SF's should Wigan have to play in those.

Yes, I think the rules have been changed since Swindon Town were denied European football after winning the League Cup in 1969.

The rule changes may make it more difficult should a League-1 team qualify for Europe, (not that I think it will happen)
The club would have to pass UEFA licensing rules, although the English FA are respsonsibile in the first instance for confirming this.

Wigan beat Rochdale 1-0 on Saturday (Feb 24) in what could be a forerunner to the cup final...... or probably not

As anyone who follows football in Wales would know, UEFA licensing is not about the ground
A club whose ground does not meet UEFA rules could make an agreement to play somewhere else

Just supposing Tottenham come through the replay.

When is the last time a club played an FAC Semi-Final at home?

A quick scan of FA Cup records and I found Sheffield United v Liverpool at Bramall Lane in 1898/99 which ended 2-2. The replay was at Burden Park and ended 4-4 and the second replay at the Baseball Ground with Sheff Utd winning 1-0

Only 56 years. Probably the only team who have never played in the top two divisions of English football who have played in a League Cup or FA Cup final in the professional era.

Do the challenge cup rules specify that a neutral venue is used for the semi finals, is Wembley mentioned by name or is the whole subject silent?

Rule 9.a.i - The venue of each match (save for the Semi-Finals or Final which will be played at venues selected by the Professional Game Board) will be that of the first named Club

My FACupFactfile records show that the first game of the Sheffield Utd v Liverpool Semi-Final in 1898-99 season was played at the City Ground, Nottingham
