I may be wrong but the New Alliance Premier League would eventually start from the current Step 3 (Isthmian/Northern/Southern Leagues) I think.

While all the Conference and South/North Conference clubs would be moved to the Level 4 of the Pyramid.

The idea was for the new APL at step 3, so Bromley would remain at Step 2 in the Conf. South
