The format and first set of fixtures have been decided for the South Wales FA district champion competition to determine promotion to the South Wales Alliance League.

Eight district champions from across the South Wales FA had applied for promotion and they have been split into two groups. The first group comprises Ynysybwl Athletic (Taff Ely Rhymney Valley), Maesteg Park (Bridgend), Fairwater (Cardiff Combination) and Penygraig United (Rhondda). They have been drawn in two semi-finals to be played this Saturday (18th May).

In the first semi-final Ynysybwl Athletic will take on Penygraig United at The Willows, home of Welsh League Division Two outfit Bridgend Street. Kick off will be 12pm. The second semi-final, which kicks of at 3pm, will also be held in Cardiff when Maesteg Park and Fairwater meet at Cwrt-Yr-Ala, home of Caerau Ely (recently promoted to the new FAW Championship South).

The winners of the semi-finals will meet at the Kymco Stadium (home of Welsh League champions Penybont) on the evening of Tuesday 21st May. The winner of this final will be promoted.

The second group remain in limbo. Tata Steel United (Port Talbot), Barry Athletic (Vale of Glamorgan) and Canton Rangers (Cardiff & District) have all passed the inspection. Navi Treharris’ (Merthyr) application has been rejected but the club are appealing to an independent body. Once the outcome of this appeal is decided details of the second group format and fixtures will be decided. We understand it could involve a three-team league format, or a semi-final and final format if Navi Treharris are successful in getting their application accepted.

At the moment there is no date set for when this second group will be played.

There are usually three promotion spots available so there could also be a second-chance for play-offs between the runners-up of each ‘group’.

The following statement was issued by South Wales FA:

“This year we have a record number of Leagues with Champion clubs who had applied for promotion to the South Wales Alliance Football League. Of the nine local leagues within the SWFA area, eight had Champions who were aiming for promotion.

In accordance with criteria, all Champion clubs who had applied for promotion were subject to a final ground inspection by 30 April. After the final inspections, the Association rejected two clubs as not meeting the criteria – Canton Rangers of the Cardiff & District League and Navi of the Merthyr Tydfil League. Both clubs exercised their rights of appeal to the FA of Wales and the appeals were heard yesterday at FAW Offices. Canton Rangers’ appeal was upheld while Navi’s appeal was dismissed.

Navi have the right of further appeal and therefore part of the play-offs have had to be re-arranged. The teams were drawn into two groups of four, one group can play games as scheduled, the other group (including Navi) will have games delayed until the outcome of the next appeal is known.

The following fixtures have therefore been drawn for the play-offs, The draw was a random draw conducted in front of representatives from all seven clubs this evening.

Saturday 18 May at Bridgend Street FC, kick-off 12 noon

Penygraig United v Ynysybwl Athletic

Saturday 18 May at Caerau Ely FC, kick-off 3pm

Fairwater v Maesteg Park FC

The winners of these games will play a further match on Tuesday 21 May, kick-off 7.15.p.m, venue TBC with the winners of that game gaining promotion to the South Wales Alliance League. All games will include extra-time and penalties to decide a winner.

The remaining three teams will be in abeyance pending the outcome of the appeal. If Navi are successful in an appeal, all four teams (Barry Athletic, Canton Rangers, Tata Steel United & Navi) will play a similar knock-out event, the ‘final’ winners will receive automatic promotion with the ‘final’ runners-up playing off against the losing team from the 21 May game. If Navi do not win an appeal, the three teams will play a round robin against each other with the group winners gaining promotion and the second-place team playing off against the losers of the May 21 game.

Further information will be advised as it becomes available.”

Last season there was only 2 games and both had a 4 page programme free with £2 entry. The second game could easily be reached by car although of course less time if extra time and penalties.

Results - Saturday 18 May

at Bridgend Street FC,
Penygraig United 1 Ynysybwl Athletic 5

at Caerau Ely FC,

Ynysybwl Athletic v Maesteg Park now on Tuesday 21 May, kick-off 7.15.p.m, at Penybont FC, Bridgend, with the winners of that game gaining promotion to the South Wales Alliance League.

Result - Tuesday 21st May

Maesteg Park 4 Ynysybwl 0

Maesteg Park are promoted to the South Wales Alliance League. Ynysybwl will be in a play-off against the runners up in Group B which has not started yet, due to the ongoing appeal.

A tweet from Barry Athletic tonight suggests the appeal saga is yet to be resolved, however they are "training hard and will be ready when needed". The farce continues.

... indeed it does, but with three, possibly four more days of competitive football here in South Wales, nobody around here is complaining!

Except with when those days are actually going to be. The day last Saturday was certainly worth going to, but it's going to be increasingly likely that the teams won't have full squads available - next week is likely to be half term so a good chance for families to be going away.

I'm not sure why the South Wales FA in their infinite wisdom haven't made the draw for the 2nd group including Navi Treharris, giving two semi-finals. The game not involving Navi could go ahead and if/when Navi were finally refused their appeal, the remaining team could then play each of the two clubs who had played their game, thus completing the round robin group. Of course if Navi win their appeal, the other semi final could then take place. At least playing one game would progress the thing a little.

The trouble is though, Andy, if the South Wales FA used common sense on this occasion it would set a precedent and then they would have to use common sense on future occasions. It might even spread to other local FA's using it, and even to the FAW itself, perish the thought!

The other issue is that lots of these lads play cricket in the summer months, so again player availability will be an issue as June progresses.

What's more it's ten days now since the first appeal failed at FAW HQ. Who is sitting on the panel to hear the further appeal? I'm sure TP Johnson, Bantam Cymraeg, Barcud Coch and myself could have found a mutually convenient window if they had asked!

END OF SEASON PLAY-OFFS UPDATE (2.6.19)

The information below is an update on the current situation for the play-offs and the way forward. Clubs involved have been made aware of this since Thursday last to allow them to prepare for eventualities. 


The appeal by Navi FC is being heard tomorrow, Monday  3 June. We have been granted an extension by the FA of Wales to play these games but this is on the basis that all matches must be completed by Monday 10 June.


We have produced two alternative play-off routes depending upon the outcome of the appeal on Monday, both involve restarting fixtures on Tuesday 4 June. Fixtures were drawn at the SWFA Board last Thursday. Fixtures have been arranged to allow maximum recovery time between games for all participants while adhering to the extension granted to us by the FAW.


Scenario A - The appeal commission finds in favour of Navi FC

The play-offs will resume with the following fixtures


Tuesday 4 June

Canton Rangers v Navi to be played at Penybont FC, kick-off 7.15.p.m

Tata Steel United v Barry Athletic to be played at Caerau Ely FC, kick-off 6.45.p.m

both games to be 90 minutes, extra time and penalties if necessary to decide a winner

Both winners remain in the competition, both losers are eliminated


Friday 7 June

The two winners of the games on Tuesday play each other

game to be played at Cambrian & Clydach Vale BGC FC, kick-off 7.15.p.m, game to include extra time and penalties if necessary to decide a winner

Winners of this match to be promoted to the South Wales Alliance Football League


Monday 10 June

Losers of Friday 7 June game to play Ynysybwl FC

game to be played at Penybont FC, kick-off 7.15.p.m, game to include extra time and penalties if necessary to decide a winner

Winners of this match to be promoted to the South Wales Alliance Football League 


Scenario B - the appeal by Navi is lost 

The play-offs will resume with three teams in this part of the draw playing a round robin group

Tuesday 4 June at Penybont FC kick-off 7.15.p.m - Tata Steel United v Canton Rangers
Thursday 6 June at Caerau Ely FC, kick-off 7.p.m - Canton Rangers v Barry Athletic

Saturday 8 June, at Caerphilly Centre of Sporting Excellence (Ystrad Mynach) kick-off 11.30.a.m Barry Athletic v Tata Steel United


The team that finishes top of the group will be promoted to the South Wales Alliance Football League (subject to the provision below) , the team that finishes second in the group will play a final match on Monday June 10 against Ynysybwl kick off 7.15.p.m at Penybont FC, game to include extra time and penalties if necessary to decide a winner

Winners of this match to be promoted to the South Wales Alliance Football League (subject to the provision below) 


NOTE - If Navi lose their appeal they will have the right to submit a further appeal to an Independent Arbitration panel. Because of the limited extension allowed to us to complete these games, the Association has taken the decision to resume these fixtures but promotion places cannot be confirmed until any appeal period has expired. Whilst not wholly satisfactory, this was considered a better option than delaying the completion of the play-offs until August.

An alternative scenario was put forward by the Association which would have seen fewer games in 'scenario B' but as this was not agreed by all clubs, it was decided to remain with this format. 

We will give an update on Monday evening to confirm which matches are taking place.

That means if Tata Steel can avoid defeat then they go up and Canton Rangers will play Ynysybwl for the final promotion spot.

A one goal win for Barry in the final game would see Canton top, with Tata second.

If Barry win by two goals Canton top the group with Barry second.

A Barry win by three (or more) goals will see them finish top with Canton second.

Presuming of course goal difference is the deciding factor, followed by goals scored.

I did see 3-1 reported last night. So Barry need a five goal win to top the group. Two goals will still see them ahead of Tata on goals scored.
