Steps 1 to 4 are due to be published in the Non League Paper on Sunday morning. I'd imagine news will start filtering out then - assuming there are no leaks.
Not seen a definite date for steps 5 or 6.

When you say 'restructuring' what are you expecting to see? The top end of the non league pyramid, for instance, has no changes. Various clubs may be shuffled around based around the promotion and relegation of others.
More changes come into effect for the start of 2020/21 as that is when the National League North and South move to 24 clubs and an additional step 4 division comes on board etc.
