Sorry I didn't make myself clear regarding mip's question.

To clarify, the occurrence happened at the conclusion of the game when the final whistle blew. And it's still relevant to this day, almost six decades on.

I trust that clears up any confusion.

That is true but only one factor in the record. Will need more than that to award the goal.

Upon reflection at a more sober hour, I am minded to award the GOAL

Burnleys game v Man City was the only remaining fixture in Division One in season 1959/60 after all other fixtures had been played two days beforehand. Wolves finished their season top.
Burnley went into the game knowing that a win would secure them the Championship. Oddly enough they hadn't topped the table all season!

By winning 2-1 they spent less than 70 minutes of the season on top of the pile. This is still the briefest spell that any club has been leaders of England's top flight and won the championship.

Portsmouth hold the English record of 32mins, but that was for the fourth tier, as recently as 2016/17.
