This is the same system that has been in use for as many years as I remember, maybe the entirity of Cheltenham's two periods in the League

The draw in regionalised North and South, and seeded
The second round is seeded, but not regionalised.

I don't see Cardiff v Portsmouth drawing anywhere near the attendance they had the last played each other in a cup match, mind you that was the 2008 FA Cup final at Wembley

I'm up north for ten days in early August, so will get one of the northern ties in. Probably Oldham Athletic v. Burton Albion, if it's played on the Tuesday night.
