Leaving one place vacant, no suitable club.

I am hearing tonight that another club may be on the brink of pulling out of the Gloucestershire County League; it may be a mixture of finance and lack of suitable players for the coming season.

As regards clubs being promoted to the league, the Gloucestershire FA has a very strict policy of only affiliating clubs that have "qualified" for the league from one of three leagues - Gloucestershire Northern Senior League, Bristol & Suburban League and Bristol Premier Combination; the champions of each league have first shout, and if the champions can't go up, then the runners up only can be promoted. Hence in 2017 Bristol Premier Combination champions, Cribbs Reserves were not eligible for promotion as reserve XI can't be promoted to the county league, then Wick, runners up to Cribbs, gained promotion.

There is no promotion this season from the Bristol & Suburban League as the top two clubs, St Aldhelms and Sartan, as Somerset FA clubs.

With the Gloucestershire County not now accepting Reserves it sort of leaves a geographic hole for where reserve teams in that area can play, as the Wiltshire and Somerset accept them at step 7. I presume those near the M4 or above could go into Hellenic Two West but it's G.F.A clubs in the rest of Bristol.

As an aside I presume the Western League would have to accept a reserve side of a step 4 or above club if they qualified for promotion via the Somerset or Wilts or would they have to be another Chippenham Park? .

How can this league exclude reserve teams? Surely they run the Standardised code of rules and reserve teams are permitted at Step 7?

In that case, how were Bishops Cleeve Reserves and until recently, Yate Town Reserves allowed in?

I can't remember the exact nature of both Yate Town and Bishops Cleeve gaining entry into the Gloucestershire County League, but it may have been before the league was restructured away from the Gloucestershire FA who ran the league from inception until 2006. At that time the league was "privatised" and a new set of committee members were elected. Since then the league has refused to take reserve sides. Indeed, Rule 5(E) states -

"(E) Clubs must comply with the provisions of any initiatives of The FA which are adopted by the Competition including but not limited to, Charter Standard and RESPECT programmes.

New Member Clubs have one year to achieve the Charter Standard club award. The League has the right to refuse membership to a Club if it fails to demonstrate commitment to achieving the award.

The area covered by the Competition Membership shall be Clubs having grounds or Headquarters within the County of Gloucestershire and in those parts of the City of Bristol which were in the boundary of that City in 1908.

Clubs who are members of a Competition affiliated to the Gloucestershire Football Association Limited, but whose parent County is other than the Gloucestershire Football Association Limited, may apply for Membership providing they are affiliated to the Gloucestershire Football Association Limited at the commencement of the season prior to the date of application and meet all the requirements of the County League as specified in the rules.

The Gloucestershire County Football League will not accept applications from a Club wishing to enter a Reserve team into its competition.

Clubs with Reserve teams in the constitution of the league will not be affected unless they finished in a relegation position or are promoted to a higher level.

Indeed, just a few weeks ago the Manchester League sought advice from the FA about the promotion of Prestwich Heys Reserves to their Premier Division for next season, as I believe Prestwich Heys had complained about being denied promotion. The league then sought clarification from the FA who informed them that the 2 tier gap between first teams and reserves only applies at Step 1-6 and thus they could not deny them promotion.

The Gloucestershire County League is part of the NLS at step 7 and thus is no different to the Manchester League or any other Step 7 league/division.

If Cribbs were really passionate about getting their reserves into the County League, they could go down the same route as Prestwich Heys I guess, and get the GCL’s initial decision overturned and get the FA to force the league to take them!

Ellwood resigned from league 2 seasons ago and Leonard Stanley is just a park pitch. Also I think relegated back down to Glos NSL 2, unless reprieve, likely with Newent's 'sideways move to Hellenic 2 West and Ruardean's promotion to GCL.
One who should have gone up is Sharpness, who completed a very significant amount of work at Berkely Nuclear Power station, not sure if they finished 3rd or 4th, but would have been a great addition. Passed inspection I believe.



Have no Plan A and apply it rigidly..

The Oxfordshire Senior League don't allow reserves in the top nor do the North Berks (I know they are not step 7) I'm sure they would be stronger leagues and not struggling for clubs and / or losing them if they did allow reserves.

Cost maybe a reason.

The hire of Southmead's pitch might be around £70 per game, The hire of the University's 3G pitch was probably double that.

We played on Rockleaze's University 3G pitch a few weeks ago and were not impressed by it. Last season we played on the Southmead pitch which is grass, is not in a cage, and is well presented.

On another point I have also noticed that we get more injuries on the various 3G pitches that we play on, which represent about 20% of our away matches. Five years ago I thought that 3G pitches were the way ahead, now I am not in favour of them.

We played on Rockleaze's University 3G pitch a few weeks ago and were not impressed by it. Last season we played on the Southmead pitch which is grass, is not in a cage, and is well presented.


When I ticked Rockleaze Rangers at the university ground in January 2016, the game was played on a grass pitch (looking at Google maps, it's the one at the end of Red House Lane) and although there are also a couple of 3G pitches in the complex they were being used for hockey.

Why would it leave the GCL anywhere other than where they are now? What impact on the GCL does this make if it happens? I can't see any issue to be honest.

The league to be most concerned is probably the Oxfordshire Senior League, if its members prefer the Hellenic Step 7s over their current league.

Having utilities crossing under a pitch or near to a pitch is nothing unusual; generally this is covered by an easement, which allows the utility company to carry out repairs, etc. without notice.

From what you say it sounds as though the surveyor submitting Thornbury Town's plans failed to look for utilities when drawing up the plans, and the gas main is presumably somewhere Thornbury Town want to erect something like a stand or floodlights, but even this is generally not a problem.

Local legend in these parts suggests that there is a WW2 unexploded bomb under Beduth United's pitchCool When I played there the only thing that should have gone off was me, fortunately in those far off days there were no substitutes!Blush
