Certainly a tricky scenario. Whoever gets moved won't be pleased about it. If Evesham being placed in the NPL South last summer before being reinstated to the SLSW is anything to go by, they may be the first in the FALC's thinking.
However, if it was down to me, and with no offense to your club, I'd probably keep AFC R&D in the NPL South, even with a groundshare at another SLC club.
The problem I foresee is, should you be allocated to the SLC next summer, whoever is placed in the NPL South will no doubt appeal the decision. With this, they may claim your club purposely chose to groundshare at a club more southern than your geographical location (and being the 44th most northern club in the country at Step 4) in order to switch to a different league, and they may state this is to the detriment of their own club. I'm not sure if this kind of reasoning will stick with the appeals panel, however it's worth thinking about.
On the flip side, newly promoted sides (in this case Westfields) don't have a definitive say in which league they are allocated in, and the FALC are increasingly becoming more likely to prioritise existing clubs at that particular level, with regards to the league they are currently playing in, or in your case, the league you wish to be moved into. Saying this, should Westfields be promoted into the NPL South, they may refuse promotion altogether.
All rather confusing, I'd keep your hopes up that Westfields don't get promoted.
