WSL2 relegation Can't Post or Reply Privately

Relegation between WSL2 and WPL is to be introduced from 2017-18 season. One team, presumably bottom team, from WSL2 will be relegated and replaced by the winners of the WPL North and WPL South champions play off. This will depend on licencing, as is the norm these days. As with all things straight forward, if neither WPL champions fail to meet WSL2 criteria then promotion from WPL is open to any other team meets the necessary criteria.

I read the article on the BBC and it wasn't very clear. It seemed like the team finishing bottom of WSL2 would only be relegated if they didn't get their licence renewed, at which point promotion aspirants have the chance to apply.
