Step 5 constitution query. Can't Post or Reply Privately

I thought that the FALC had stated that all 14 divisions at step 5 had to run with a minimum of 20 clubs.
At least that had to be the case at the time of the AGMs.
If a division had less than 20 the FALC would do whatever they had to do to move clubs around or promote extra from step 6 or wherever.
But there seems to be a growing pessimism that the SCEFL will have to run with only 18 teams in 2015/16.
Surely this can not happen or have i got it wrong.

I'm not sure if the minimum number of 20 was ever actually a rule. It was said after the step 5 review that leagues must have a minimum of 20 and a maximum of 22 from 2013-14 season but that was only mentioned as part of the FA's statement at the time. It didn't happen and I can't see numbers mentioned anywhere in the FA handbook or in the rules for the operation the NLS.

Thanks for the reply.
Its true it did not happen for 2013/14 because some clubs won appeals about being moved. They were from then on given warning that anyone could be moved and for the 2014/15 season 3 teams were moved into the SCEFL from elsewhere.
I believe all 14 divisions had at least 20 for last season agreed at their AGM for 2014/15. Subsequently one team dropped out of the Western League but that can always happen.
It may not be in the rules of operation but certainly seems to be what the FALC wish.
However this year there seems to be a resignation to the SCEFL running with only 18/19 teams.
Also as on another thread the absence of relegation from the Essex Senior League because they do not have 22 teams is applying a rule that is not stated anywhere.

In CCL land we still don't know if AFC Croydon Athletic are getting promoted to our Premier Division or being moved into the SCEL. The club themselves haven't been told, neither of the affected leagues have been told and I've always contended the FA don't get involved in step 6 to step 5 promotions within the same league so I reckon they're staying with us but the silence from the FA doesn't help anyone as preperations are underway for next season.
Having said that, as some of these moves are only internet rumours and possibilities, should the FA have to tell all the clubs mentioned that they won't be moving? Are they even aware of the possibilites mentioned on this site and elsewhere?

You probably have to be at their meetings to fully understand the difficulties involved.
But i would have thought by now any team that is to be moved should have been told and any team told nothing could be totally sure that they were staying where they are.
However its quite clear that this has not happened.

The only confirmed move is Heanor Town & I guess they're chuffed to bits with the outcome. So maybe all the other potential moves have issues. Especially if the clubs are against moving. The only issue I have against clubs reluctance to be laterally moved. Is if they site the extra traveling as an issue & if they are successful in not being transferred by the FA. Then in a few months time they then apply for promotion to step 4.

As I said in another thread the Hellenic general sec has said they prefer 20 these days to 22 they think it is more manageable, so it looks though 20 / 22 is the unwritten rule? UCL excluded!.
