FIFA organise the football tournaments at the Olympic Games, in the same way as the IAAF organise the athletics, ITF the tennis, ITU the triathlon etc.

The strict answer is 1928. The disagreement between the IOC and FIFA's in respect of defining an amateur was the reason the latter launched the Jules Rimet Trophy. It also is why the football tournament was not included in the 1932 Los Angeles Olympiad.
