In 2013/2014 there was 737 clubs. In 2014/2015 there was 736. So what is the amount for 2015/2016?
The standard figure is 736 as shown by leo (post 65).
What happened in 2013/2014 was a step 4 club dropped out after the AGM, meaning they could not be replaced, so the entrants for the prelim round was a team short. An additional match was played in the EP meaning two more teams were required from step 6.
Had this happened after the draw was made the scheduled opponents of the resigned team would have received a bye.
In 2011/2012 the team who dropped out were higher up the pyramid resulting in eight more step 6 teams being needed!
Even the great Pythagoras would have struggled to factor that one in.
If Steps 1-2 entered in the 3rd qualifying round and steps 3-4 enter in the 1st qualifying round, wouldn't this open up all step 6 entrants subject to ground rules?

If the changes you suggested were made the total number of places in the FA Cup would be reduced to 496 removing all clubs finishing below the top 9-10 places in step 5 leagues from the competition.
If in contrast you brought the Conference National (National & Wrexham League National & Wrexham Division) clubs into the competition at the 3rd qualifying round stage (as you suggested) without making any other changes you would increase the places available in the competition from 736 to 1120, of which 752 would be from Step5 and below.
