They're not on the FA website yet but this season's "Regulations For The Operation Of The National League System' have been given to the leagues.
Most of the changes for this season are grammatical. Things that aren't:

Rule 5.2 from last season has been deleted. That said "5.2 It may be necessary from time to time to move Clubs laterally between Leagues at the same Step to accommodate the movement of Clubs by normal promotion and relegation."
The following has been added to rule 6.1:
"It may be necessary from time to time to move Clubs laterally at the same Step. The LC shall determine any lateral movement of Clubs at the same Step by (a) promotion or relegation and (b) to enhance or maintain the strength of individual Leagues/Divisions. Prior to making a decision to move a Club or Clubs laterally, the LC shall consult with the Clubs and Leagues involved. Any decision shall be final and binding subject only to Arbitration in accordance with FA Rule K.
In coming to its decision the LC will have regard to any representations made by any party, the distance to be travelled by any Club to be moved compared to the distance travelled in the Playing Season prior to movement; the financial impact on the Club to be moved, the frequency with which the Club has been moved in the past; the number of Clubs both in the division to which the Club is to be moved and in the division from which the Club is moved, and any other matter that it considers to be relevant."

At steps 2, 3 and 4 a sentence about what happens if the club finishing first can't get promoted has been added. The automatic promotion place will go to the second placed club and the play-offs also drop a place. This wasn't mentioned last season.

The bit about reprieves from step 4 has "In the
event of Clubs having an identical record the Club to be reprieved shall be determined by the LC." added.

The following has also been added: "Where a vacancy arises and clubs at Step 4 are to be reprieved, the four clubs in 21st position in the Northern Premier and Southern Leagues and the two clubs in 22nd position in the Isthmian League would be ranked by the average points per game played. In the event of all of the above six clubs being reprieved and there are further vacancies available the next two places would be allocated to the clubs in 23rd position in the Isthmian League ranked on the average points per game played."

At step 5 the bit that says "no more than two Clubs will be promoted from any one League" has been changed to one club. I reckon they should have done this for 2013-14 but missed it out! I know it was mentioned on this forum last year.

There's a new rule 7.4 (to do with League admin) and a rule 7.5 that says:
"7.5 In or about early April each year the LC will consider whether any lateral movements may be necessary at each Step; if so the Clubs likely to be affected shall be notified and given the opportunity to present a case if that Club does not wish to be moved laterally. The final decision shall rest with a sub-committee of the LC with members of Step 5 Leagues if appropriate and any appeal shall be to the LC using members who have not been involved in the original decision.
The decision of that appeal shall be final and binding subject only to Arbitration under FA Rule K."

And there's a new rule 10:
"10. Precedence
In the case of conflict between the Regulations for the Operation of the National League System and the Rules, the Regulations take precedence."

I think that's all that's worthy of note. The FA put lines by anything that's been changed or rewritten which is handy as you don't have to go through the whole document. Apologies if I've missed anything.

The position regarding reprieves could not be made more clearly.
But i am sure next spring people will be arguing about it on forums and there will be appeals. There will be clubs and fans saying boring things like lets hope common sense will prevail or a precedent was set when this or that happened.
It won't change.

This does indeed seem clear.
Under 7.5 a club can make a case against lateral movement. What would happen if a club saw an opportunity to make a lateral movement that would suit them (eg if Crowborough saw a chance to move back to Sussex and wished to take it)?

This does indeed seem clear.
Under 7.5 a club can make a case against lateral movement. What would happen if a club saw an opportunity to make a lateral movement that would suit them (eg if Crowborough saw a chance to move back to Sussex and wished to take it)?


The same as before they apply to the FALC and should of course inform the two leagues involved.
Their wishes are taking into consideration but not always granted.

Clubs looking to switch leagues voluntarily have until March 31st to apply.
