Why ahev Wythenshawe Town not been placed in Division One - why would they want to drop two levels?

Ashton Town Reserves and Witton Albion Reserves started last season in Lancashire League West Division. Altrincham Reserves look like a new side.

Altrincham reserves are a new side, as well as being definitely reserves, but will be based on last season's U18s. Similarly, Mersey Valley are a new club, but seem to consist of last season's Sale Town players!

I think it's to do with league rules, along the lines of all new members having to start at the bottom (the only exception being clubs relegated from step 6). The West Cheshire have had a similar policy, seen in recent years as several clubs have left the top division of the Liverpool County Premier for the third tier "across the water".

The Second Division also contains a team called "Cuddlington". I presume this is a mis-spelling of Cuddington, who who were in the Crewe League last season.

Indeed. Cuddington applied for last season and were turned down I think due to the size of their newly refurbished dressing rooms. Obviously that has been sorted (or the regulations have been relaxed). They were previously members of the old Mid Cheshire League for four seasons from 1969 to 1973.
