Man City Transfer Target!

With most leagues more or less settled for 2012/12 some interesting figures come to light.
Step 5 and 6 - 2012/13
At step five if each division had 22 clubs we would have 308, but we have only 292 - presuming Sussex run with 22.
At step 6, the 16 divisions I can find stats for (struggling on EMFL) have 303 clubs. The step 6 total could increase by 2 - Handsworth if they win their appeal and the new club that might be put in the Kent Invicta.
Looking at the CoCo, Hellenic, Wessex and Western Leagues, they have just 83 at step 5 and 86 at step 6 divided between 5 divisions. I'm not counting the SWP in these figures. Would 4 divisions of 22 at step 5 and 4 divisions of 20 (one with 21 !) have been better. In doing so we could have done away with the Hellenic Division One East in the process. We would have to ignore ground gradings and politics for a season or two to achieve this !. One or two moves look easy, Rayners Lane to CoCo, Tytherington to Western. A south west batch of CoCo clubs to Wessex, a batch of Thames Valley clubs to CoCo from Hellenic, etc.
Looking at the east, the ECL and Essex have just 57 clubs between 3 divisions, don't know how they will achieve say 84 between 4 divisions in a year or two.
