Here's a suggestion...

Why don't the leagues organise their cup competitions to start in about March, with clubs applying to join. Anyone in trouble at the business ends of the table could decline, as could those with a fixture backlog.

With fewer team competing, you might see the competition start in the quarter-finals, which would be an added incentive for the fans to get interested.

Any thoughts?

Good idea, I've long advocated a similar approach this for various local cup competitions (such as the Essex Thameside Trophy) which so many non-league clubs enter .
These are often thrown into confusion by successful clubs who enter, full of good intentions, then find themselves facing a fixture backlog and so are forced to field a team of kids or simply delay the playing of one tie thus throwing the whole competition into chaos.
I know that many clubs would actually prefer a few more midweek games in the spring as they would at least they generate a few bob unlike the training session which would otherwise take place.
Additionally, assuming that those clubs who chose to enter had no prospect of actually winning anything else they would take it fairly seriously .
From a purely personal point of view, anything that guarantees more midweek games after Christmas which are worth watching is a good idea.

This has been talked about by Hellenic clubs before at both 1st and Reserve team level, get a good percentage of the league out of the way before you start the league cup's, if it's a bad winter or a couple clubs have had good runs in outside competitions make amendments after the New Year.

In that case it surely ceases to be a league cup and becomes an invitation cup.

Very good point actually Tom, 7.30 would certainly help me out a lot as well, and they do this in the JPT to encourage families etc to come to the games. Would be nice if they did it in the local cups too.
