why? Can't Post or Reply Privately

are some leagues open about who has applied to join a league and others its top secret - same with resignations.
Most have their rule books so why not say when a certain deadline is reached that x,y and z have applied and a, f and c resigned
I know sometimes there are reasons such as what leagues above and below will do or allow and then clubs are often only signalling an intention to move - but I much prefer the openess
It is often quoted by leagues who don't announce such things that it is to stop gossip and rumour - just seems to create it to me.
