If one of the top two in a step 5 league fail the ground grading for step 5 level and are demoted, this would move the 3rd placed team into second and they would become eligible for promotion to step 4.

This could happen to Horsahm YMCA in the Sussex County League.

Isn't it possible that the Chichester business could move Horsham into second place?

not sure this would work. if you finished second .you've finished second & are only relegated after the leagues agm.you are only relegated because of grading issues & you have still achieved second in table

Reading 'between the lines' of what's been said there, I take it to mean that the FA accept that the three points 'could have been added' for the CCU infringement 'if (anal-retentively) by the book' and thus helped them out of the 'expel Horsham FC scenario' which would have ensued.
