Of the leagues that exist outside the pyramid (using
http://www.thepyramid.info/asp/pyramid3.asp as reference) are any 'candidates' for Step 7 status?

Would the Surrey Elite and Teesside be two?

Surrey Elite is a possibility (in fact the FA considered it for this season) but with the Wearside league and the Northern Alliance at step 7 its hard to see where the Teesside league would fit in. Maybe some of its clubs could join a new step 7 Yorkshire league, there's definitely a gap for one.

Apparently the only reason the FA refused the Surrey Elite step 7 status was because they took in clubs from a wider area than the FA thought they would. I assume that's because some ex-Middlesex League clubs joined.

Seems a bit of a strange reason but I don't know how the FA decide which leagues to give official status to.

Wasn't there something in the NLT the other week about the FA holding discussions about bringing some more leagues in at Step 7, especially in the Yorkshire area..........?

They're having discussions about the discussions about the possibility of having discussions. Hopefully it will lead to some discussions....

...Which will discuss a proposal to be discussed between relevant parties, which will then fall through. Then further discussions will take place to discuss whether the original discussions can be resurected or whether a new set of discussions will have to take place leading to a discussion about whether to start new discussions. The conclusion will be that there is insufficent information to make a decision, and therefore a decision will be made that after all the discussions, no decision will be made. Until the next round of discussions...

Or do what Governments etc. do and appoint consultants. There can then be discussions about their terms of reference, and indeed who should discuss these with them, then in what form the discussions about their eventual report should be , whether they should be invited to join in any of these discussions, and whom else any proposals need to be discussed with.

And not just our government. The other night, the Breaking News came from outside a huge UN-driven meeting where it was touch and go whether or not they would vote for a resolution to agree the draft wording on a document designed to usher in a ceasefire in Gaza.
So that's a meeting to decide whether or not they would meet again to review the wording before having a meeting where the agreed wording could then be reviewed and put to one or both of the protagonists to reject.

And either there's a smudge on my television screen or David Milliband looks as though he has a hare-lip. Has he ?
