The F.A. Inter-League Cup is under discussion
at the Leagues Committee on 6th December.

The Committee wish to gauge interest
ahead of the meeting.
 
The matter of the UEFA Regions Cup entry
is also due to be discussed.

Therefore please respond stating if you would
probably enter or if you would only enter
if the winner represented the F.A.
in the UEFA Regions Cup of 2018-19.

Following on from your expression of interest,
I attach an entry form for the 2017-18
F.A. Inter-League Cup.
 
The schedule has yet to be finalised but it is possible
that Round 1 will take place at the end of the current season
with the rest of the competition being played
in the 2017-18 season (as for previous competitions).
 
Further details to follow in the New Year.

1st round draw

to be played by 14th October:

Northern Alliance v Lincolnshire League


Northern Alliance have withdrawn due to the change in rules
and we (Lincolnshire league) have been given a bye (as it stands)

The rule change stops clubs playing a full team ie the champions
I am not for or against the rule myself we have beaten League sides who are represented by one club and we have also beaten League sides chosen from all member teams (and lost to both selections too)

To me, it makes no difference just stops Leagues from competing, bad rule in my eyes

The Hampshire v Cambridgeshire fixture will be played Saturday September 30th with the 14th October as the back up date.

7th Oct is county cup weekend in both counties.

The proposed date for York Football League v West Riding County League is Saturday 14th October at Tadcaster Albion's ground.

What does "Amateur Football Combination (ex Alliance)" refer to John? The AFC has always been the Amateur Football Combination, and is still an AFA league.

Chester and The Wirral V York Football League has been postponed twice. It will now be played at Harrogate Town FC on Saturday 13th January 2017, kick-off 3.00 pm.

The pitch is a 3G pitch so should survive weather conditions (at the third time of asking).

This fixture has been on EOL's Full Time page for a couple of months at least. I believe this is an annual fixture.

KENT COUNTY LEAGUE STATEMENT

The Kent County League (KCL) have already successfully negotiated with opponents to play two away ties within the cut off dates of the competition, the last being on 16th December v Jersey.

However:
1. The KCL have been unable to mutually agree any date for this match with the Essex & Suffolk Border League (ESBL) as there must be proper dialogue by both parties
2. Our coach was booked with the match date of 20th January, despite the fact that we would rather have agreed a mutually later date
3. Due to late notification of the postponement we incurred a cost for the coach of Ł150
4. In January the KCL lost matches to postponements on all four Saturdays, 51 in total
5. We would have played the postponed match on 27th January had we -

a) Not been told by an Officer of our opponents on the 20th January that they could not do so
b) Been given sufficient notice during the preceding weekend
c) Without any discussion whatsoever the KCL received confirmation of the 27th January by way of being copied in with an email to the F.A. timed sent at 5.40 p.m. on 23rd January
d) All KCL Officers are volunteers with players paying to pay their football

6. From Day 1, we have been and remain prepared to play on 10th February, the cut off date, or any other later date by mutual consent of our opponents and subsequent ratification by the F.A.
7. Two other 3rd round matches have already been arranged beyond the cut off date; on 17th & 18th February.

We have entered this competition on every occasion since we were selected by the F.A. to represent England in Estonia in the UEFA Regions’ Cup in 2002, this being the first time since the F.A. re-entered that competition with the subsequent route being as winners of the F.A. Inter-League Cup.

The KCL’s principle aim is to properly organise matches for all clubs in the League, giving them a minimum of six days notice of any re-arranged matches.

We will continue to work tirelessly to sustain and increase participation for the 11v11 game, the foundation of which the National League System depends.

The KCL instituted ‘Fair Play – We Lead The Way’, as our motto in 1970 and remain committed to continue to adopt this approach to the best of our ability into the future.

Amateur Football Combination removed from competition.
North Riding re-instated (again)

Having won the semi final of the Inter-League Cup on 24th March the League was on 4th April charged with playing an ineligible player, who had been under a contract at any stage during his career, following a protest made by the semi final sore losers North Riding (they also protested and won having lost in the 1st round). The hearing date was set for 10th April. On 9th April the League was further charged with playing an ineligible player who did not have an International Transfer Certificate (ITC), The second charge was as a result of communications between the English and Irish FA's and had not formed part of North Ridings complaint. At the hearing the charge alleging the player had been under contract was dismissed but the allegation that he did not have an ITC was found proven and the League was removed from the Inter-League Cup. We appealed against the decision but our appeal was dismissed on 16th April, so confirming the earlier FA decision to expel the AFC from the competition and the semi final losers - North Riding have replaced us in the final.

The player played overseas until moving to London in mid-2007 and had played in the AFC every season since then. He also played in the same competition in 2015-16 with no objection. The FIFA regulation requiring him to have an ITC was issued in 2005. It was first published by the FA in July 2011 in the FA Standard Code of Rules. Guidance was first placed on the FA Website in June 2017. We argued that it was not in force in England until first published by the FA in 2011, was not retrospective and so did not apply to the player who had already been playing in England for 4 years by then.

The original hearing and the Appeal Board ruled that an ITC was required under the FIFA Regulations since at least 2005. The player's club should have applied for an ITC in 2007, and if not completed, then it should have been done before he played in the semi final of the Inter League Cup this season.

Player Registration and International Transfer Certificates
There is widespread uncertainty on how exactly this operates within the AFC and the AFA. It has been added to the Agenda of the AFA Governance Rules and Sanctions Committee which meets on Thursday evening 19th April. It should also be reviewed at the next meeting of the AFC Executive Committee and discussed at the AFC AGM, perhaps with further rule changes and guidance. We may need to look at the website.

On behalf of the Rep Team and Officers of the AFC I would like to add my own personal thanks to David Cross, Tony Julien & John Maskell who all gave up their own time to attend both appeal hearings but most of all to Bart O'Toole who not only gave up valuable court time at his own personal expense, but produced a whole raft of documentation and argument that won the objection raised by North Riding's underhand ploy of "winning at all costs" but was defeated in the secondary FA charge - without Bart this would never have been as close as it finally was. We will learn from this, but if the FA thinks this is the way that support of true Grass Roots Football is achieved, they are very very sadly out of touch!!

I was at this game which was the most entertaining of the 170odd I’ve seen so far this season. Highly competitive yet played mainly in a very sporting manner (a couple of nasty challenges by NRL players) topped off by a slim but deserved (imho) win for the AFC. A joy to watch as a football fan with no commitment to either side but obviously gutting for the losers where the quality of the match would be no consolation.
It does seem to me that to expect clubs who play purely for fun to realise that a rule issued by the FA in 2011 (why did it take them 4 years to do it?) applied to a player who had been playing for them for several years, particularly if, a stated, the FA did not state that it applied retrospectively. Once again it seems that the major fault lies with the FA not with the clubs/leagues who they punish.
No doubt the North Riding league has a point according to the Rules bit morally I feel they may be on more dodgy ground.
Not altogether sure this is an example of “metropolitan entitlement” though I don’t think the use of the words “underhand ploy” was appropriate. I wonder how most people would view the affair if their club or league had been thrown out of a competition in similar circumstances.

What exactly is 'Metropolitan entitlement'? It sounds a lot like something invented by non-Londoners (or London hipsters who like being contrary) who enjoy having a dig at Londoners for being Londoners. In other words, it's bollocks.

It seems quite clear to me. The FA have upheld a protest against the AFC on the basis of a rule they did not bother to inform anyone about until after it was relevant. Many non-League clubs have fallen foul of this kind of FA incompetence in the past.

The SAL and AFC are, although matey on the face of it, big rivals and with my own SAL affiliation it has been tough seeing them edge closer to emulating the SAL's 2008 achievement of winning the competition but this is not the way I would have had it end.

The main point is this: the AFC did not aim to breach the rules in order to gain and advantage, nor did they gain any advantage. The rule breaches were entirely technical which make a mockery of the entire competition.

No, I think that they seem to have a good relationship with SUFC, as the Sunday Cup is being played there the Sunday before.

Before the hearing, the York League were expecting to play AFC and Sheffield is a reasonable venue between the two locations. If they knew anything, wouldn't they have gone further north?

Given the NRFL are out opponents, Middlesbrough (Riverside) would have been prefect for both teams.
