Now geography was never my strong point but when in Richmond earlier in the day I thought I was in Surrey.

You weren't in Surrey. Richmond is in Greater London.

Middlesex CCC play occasional fixtures at Richmond; i.e. the London Welsh RUFC gorund at Old Deer Park. The ground is definitely within Surrey.

No it's not. It's Greater London. Has been since 1965.

The postal address is Surrey, therefore as far as I'm concerned (and for the purpose of clarifying the original query) it's in Surrey:

Hampton & Richmond Borough's postal address is Middlesex.

No it's not.
There are no counties in postal addresses. There hasn't been for years.
I'm sure the UK is the only country in the world where people don't know how to write their own address. As well as working for Royal Mail I send stuff that I sell on eBay all over the world and it's only the UK where people think they can make up an address by adding bits or taking bits away they don't like. Canada Post would never stand for this. They refuse to deliver stuff that isn't addressed correctly and that includes the correct amount of spaces between the address and postcode for some mail. If we went down that route in the UK there'd be uproar amongst the public.
People don't try and make up their own phone numbers so why do they think they can do it with postal addresses?
Find a county on this database (after the post-town in case anyone thinks they're being clever by finding a 'Surrey Avenue') and I'll give you 1000. http://www.royalmail.com/postcode-finder

Those doddering old farts at the Association of British Counties can be ignored. For some reason they chose to stick at 1895 or some such year. Why they chose that as their preferred year we'll never know.
